Introduction

When most people think of Jeju Island, they imagine beaches, windswept orebongs (volcanic hills), stone walls, and blue skies. But hidden within this natural beauty is a place where the Confucian culture and administrative order of the Joseon Dynasty quietly took root — Jeongui-hyeon.

Located in what is now Seongsan-eup in Seogwipo City, Jeongui-hyeon was one of the three administrative divisions of Joseon-era Jeju, serving as the center of governance and Confucian education. The Jeongui-hyeon Hyanggyo (Confucian school) and Government Office remain preserved as a solemn reminder of a time when even islands followed the exacting order of Joseon's Confucian system.

During the Joseon Dynasty, Jeju Island was divided into three counties: Jeju-mok, Daejeong-hyeon, and Jeongui-hyeon. Among them, Jeongui-hyeon served as a central administrative area located in the island’s southeastern region.

Modern-day Jeongui-ri, Seongsan-eup, holds the remnants of this historical administrative region, reflecting Jeju’s integration into the broader system of Joseon rule.

2. Jeongui Hyanggyo – A Confucian School on the Island

Jeongui Hyanggyo was the main educational institution of Jeongui-hyeon, where young scholars were trained in Confucian classics and values. Though the exact date of its establishment is unknown, it is believed to have been built during the early Joseon period and has undergone multiple restorations since.

The hyanggyo features traditional structures such as Myeongnyundang (lecture hall) and Daeseongjeon (shrine for Confucian sages), closely following the architectural style of mainland Korea.

This space was not merely an educational site but a symbol of the Confucian order imposed by Joseon even on distant islands. Designated as Jeju Island’s Cultural Property No. 1, the hyanggyo continues to hold ceremonial rites and educational activities today.

3. Jeongui-hyeon Government Office – The Administrative Heart of the Island

The Jeongui-hyeon Government Office was the center of regional governance, handling civil administration, legal proceedings, taxation, and military duties. It has been reconstructed and now serves as a rare surviving example of a Joseon provincial government compound on Jeju Island.

The site includes spaces such as Dongheon (administrative hall), Naea (official residence), and Hyeongbang (judicial office). Visitors can witness the rigorous structure of Confucian administration preserved in detail, from the red gate at the entrance to the well-organized courtyards and stone pathways.

Jeongui’s office also reminds us that Jeju, often seen as remote and peripheral, was deeply embedded within the ideological framework of Joseon rule.
