HD현대중공업은 11월 1일 울산 본사에서 페루 국영 조선소 SIMA와 ‘페루 잠수함 공동개발 및 건조 의향서(LOI)’를 체결했습니다.
이 협약은 지난해 11월 APEC 정상회의에서 맺은 MOU, 올해 4월 국제 방산·재난대응 기술전시회(SITDEF)에서의 MOA에 이은 실행 단계 진입 신호탄입니다.

A single document signed in Ulsan has set waves across the Pacific. HD Hyundai Heavy Industries and Peru’s state-run SIMA shipyard have begun South America’s first-ever joint submarine development project, marking a major milestone in K-Defense history.

1. Strategic Alliance Born in Ulsan

On November 1, HD Hyundai Heavy Industries signed a Letter of Intent (LOI) with SIMA to co-develop and build submarines for the Peruvian Navy.
Following the MOU during the 2023 APEC Summit and the MOA at the SITDEF 2024 defense expo, this LOI represents a move from framework to execution.

Both parties will define three key elements: joint development plans, technology-transfer scope, and industrial cooperation systems. A final agreement is targeted by year’s end, leading to design and construction phases.

Joint teams from the Peruvian Navy and SIMA will work with Korean engineers in Ulsan, completing basic and detailed designs before beginning construction under the coordination of Korea’s DAPA, MOFA, and MND.
